This is a very heavy solid bronze Plaque measuring 10 1/2" x 5 3/4" for The Commandment En Chef of The Atlantique....obviously this was at some time in the past attached to the Commanders door, or Operations Offices in Brest, France. The Plaque has the name F. BELLEC inscribed at lower left front....Francois Bellec.....I am assuming that he was the designer of the piece rather than The Commander En Chef. He was a Naval Officer promoted to Rear Admiral in 1990 . In 1992 he received the Recognition of the Arts Award. He was elected a member of the History-Letters and Arts section of the Naval Academy in 1993 to replace Roger Chapelet . He received the Arts, Science and Letters Award in 1994 . He designed the NEA War Memorial at the Naval Academy in 1995 . He was elected a member of the committee of the National Society of Fine Arts in 1996 and in 1997 he was elected member of the Cultural Committee of the French Commission of the United Nations Educational, Scientific and Cultural Organization and Becomes a full member of the 5th section of the Academy of Sciences of the French overseas territories, replacing Bernard Zehrfuss , perpetual secretary of the Académie des Beaux-Arts. In 1998 , he conceived the crypt of remembrance at the Naval School and became a member of the Superior Commission of Historic Monuments . He is also elected honorary president of the Association of Official Painters of the Navy and becomes administrator-treasurer of the Oceanographic Museum of Monaco . In 1999 , he made a decorative panel in Djibouti's residence in the residence of the commander of the French forces. He became Vice-President of the Naval Academy in 2000 . He was awarded the Prix Pierre Puvis de Chavannes and the Prix Barbizon in 2001 . A retrospective was devoted to him in 2002 at Crédit Mutuel de Bretagne and he was appointed vice-president of the National Society of Fine Arts . From 2002 to 2004 , he was president of the Marine Academy . In 2003 , he became secretary general of naval writers and in 2004 , president of the National Society of Fine Arts . In 2006 , he was honorary president of the Livre et mer festival and president of the jury of the Prix et mer Henri Queffélec . It receives in 2013 the prize Eric Tabarly of the best book of sea. Note. no knowledge of his current status.
